From 1948-1990 Albania was closed off from the world, including its communist counterparts. An account of Enver Hoxha’s dictatorship is still pending, making this a critical time to investigate the country’s success in its legal efforts to prosecute those responsible for human rights abuses. A critical assessment of developments is lacking and much needed.
