The project is aimed at exploring states' obligations in relation to economic, social and cultural rights when acting outside their own borders. The project, carried out by a network of academics and NGOs from Europe, US, South America, Asia and Africa, will build on empirical studies and doctrinal work to elaborate authoritative principles for extraterritorial obligations.
