N2 - A fair bandwidth allocation is typically considered sufficient evidence of network flows and applications being treated fairly. While this is sufficient for applications which depend only on bandwidth, a our work in this paper how , other application can suffer greatly. In reality, the utility of an application to the user depend on more than bandwidth allocation. In this paper, we define application utilities as functions of bandwidth, delay, jitter, and data lo . We propose to use the utilities for determining application-level fairness . We discuss profiles of different applications and derive utility functions for several real-world application . We analyze utility function with an analytical model and our result how that a fair bandwidth faring by no mean implies that the application are treated fairly. Our result indicate a clear need for future research in this topic.
