N2 - The presence of second homes in the Lake District National Park has engendered two opposing housing trends. The form and consequences of each are examined and the events leading to the reversal of policy are discussed. The paper draws conclusions on the effects of intervening in the 'free market' in housing through the planning mechanism, and on how the conflicting aims of the Planning Board have been resolved.
