Registering a religious group with the state is mandatory in some countries but optional in others. This paper will explore whether or not registration laws sufficiently meet a state's appetite for control. Examples will be given of how registration requirements have been used by both democratic and authoritarian states to hinder and shape religious belief and practice. These examples will reveal the consequences of certain registration practices on religious freedom conditions.
