In order to comply with Article 11 of the Convention, the 47 Member States of the Council of Europe need to collect data and conduct research on this violence. The Council of Europe funded this report in order to support Member States by providing practical guidance on: the collection of data from administrative and survey sources; the development of research programmes; and the measurement framework needed to benchmark progress internationally.
