Developing contracting capabilities for innovation-oriented public procurement

Description

This project aims to understand how public agencies
develop contracting know-how, conducive to managing the uncertainty and
collaboration inherent in the innovation process. Through a combination of desk
research, expert interviews, case studies and participant workshops, the project
examines the processes and practices public organisations use to learn how to
contract for innovation. It produces insights into how contracting capabilities are
developed in pre-commercial and commercial procurement of innovations within
healthcare and sustainable energy settings. The project also informs policy
making by suggesting any learning barriers and ways to overcome them.
