N2 - Following on from the introduction to complexity, governance and policy, this chapter examines some of the challenges and limitations to complexity when applied to these areas, such as its lack of clarity, limited novelty to policy studies, issues of accountability and its value orientation. To respond to these challenges, the chapter then applies elements of pragmatist philosophy to explore questions of values and responsibility. The chapter concludes with an introduction to a powerful visual tool in complexity, the Complexity diagram, and uses it to explore the case of Brexit.
