Examines industrial-hazard policy and practice over the past 10 years. Scrutinises how planning authorities have consulted with the Health and Safety Executive; the extent to which such consultation has been consistent and rigorous; and, the impact that hazard has had in terms of development restraint; the problems experienced in the course of consultation and decision-making.
