N2 - Measurements are presented of the rate nu at which negative ions nucleate quantised vortex rings in isotopically pure superfluid 4He for temperatures 0.3 < T < 0.8 K and electric fields 6 x 10^4 < E < 1.5 X 10^6 V/m. It is shown that there is a temperature dependent component of nu, which is accurately proportional to the thermal roton density provided that due allowance is made for the drag arising from ion-excitation scattering.
